Well, the best idea may be to NOT judge them. Unfortunately, this behavior (called "cutting", "self injury", or "self mutilation") is more common than you may think it is. Generally those that "cut" do so in order to feel "real" or "alive" or just to plain feel something. It also may be a way to focus confusing thoughts and feelings. Most of the time it's related to trauma. That's the fast answer. There's more to it, but that's the idea. It's not technically a sign of depression, no, but the person who does it is depressed at the time, that's for certain. Is the person isolating? Does the person feel that they deserve the physical punishment? You can be depressed without being a cutter, but a cutter, in my experience, is always depressed. (I work in the mental health field and also deal with substance abuse.)

Well I will have some sympathy for them but I believe that this is not the way to escape from reality. Whatever is it, we need to face the challenge ourselves or with help from our friends. There is no point in slahing our own hand. If you have friends having this sort of symptoms, I suugest that you bring him/her to see a doctor
