It's tanning lotion; and if you don't use it then it is the person's before (althoughy you clean the bed the smell still lingers).
I can always tell when someone has just been on a sunbed!

I the sunbed gives off ozone (ground level ozone) and that smells. As does welding.

The smell you are referring to is OZONE. Caused by UV emissions.
Quite a pleasant smell actually.
