I can't remember much about it but it was played on TV during halloween time every year when I was very young during the 80's. I remember there were different monster like people. A frankenstein monster, a vampire, and a witch. There were two children involved and I recall them being locked in a castle (I think). This was a kids movie and was not scary.

It is not Little Monsters. Little Monsters is not a Halloween movie and did not have a frankenstein, witch or vampire.
