If you can't take them out and replace them with rust proof nails or even better you can get plastic type nails. Clean off the rust as best you can and cover with a nail varnish same colour as your paper mache

I think covering the heads with PVA glue should be sufficient to seal them. You need to prevent air reaching the metal to stop the oxidisation process that forms rust.

Only use stainless steel nails if your going to do this again. Small bit of Vaseline on the nail head then cover with thin tape, should do the trick.

Use small amount automotive rust treatment after removing loose rust and dirt.
