Please don't ever shave them! You'll regret it!!!!!
I am trained as a Beauty Therapist and I think the best way is to wax and pluck.
Get a proffessional to do it too. Your eyebrows really can change your face. They can open the eyes and frame the face if done well.
The main aim is to keep them looking natural... Follow the natural shape and tidy up the area in between the eyes.
The best eyebrow shape is deemed to be one that arches just to the outer edge of the pupil. It's the arched shape that opens the eye.
Waxing is not that painful, especially if you go to a Salon; they know what they're doing. It also lasts the longest. After the first two or three times, you should only need to do it about every 4 weeks.
I think that tweezing afterwards just helps to get a perfect shape. Tweezing is the best way to shape but only take the hair from underneath the brow. Taking it from the top only looks strange!

Non of the above
1. Wax is too painful and messy
2. Plucking prolongs the pain
3.Shave-NEVER- it causes stubble

The best thing is to get your eyebrows threaded- Indian method of removing those hair and most beauty salons offer this service. Its quick and cheap and very effective!

After years of only being able to have a tidy left eyebrow, due to the fact that the pain was to much to bear on my right eyebrow I now pay to have them waxed. I have a much better appearance and it also means that my eyes always look open.

Pluck

Pluck - though I had them waxed at a salon once and, apart from the permanent look of surprise I was left with, it worked very well!

I wax and pluck, it depends what im doing. Waxing leaves a neater and smoother look so if im going out i wax otherwise i just pluck to neaten them up a bit.

I get them waxed at the salon, but haven't been in about 2 months, so they're a bit(!) wild at the minute. Is that why you posted this question, to give me a hint to go and get them waxed? LOL
