Liverpool has been in the metropolitan county of Merseyside since 1974. However, in 1986, the county council was dissolved, effectively leaving the City of Liverpool as a unitary authority (even though Merseyside remains as a Ceremonial County).

Prior to 1974, Liverpool was in Lancashire.

Lancashire, or if the Governments have been 'Gerry Mandering' again, Mersey-side, either one or the other. But frankly who really cares...........

I don't like Liverpool or its natives. ( Sorry about that, but having been to that place several times, and never personally met a pleasant person from there, I'm some what bias. The only decent man I accidentally met years ago was the late, great Bill Shankly, he was Scottish.)

ps. Working in education over the past 20 or so years the answers to this question prove the point, the standard of education has and is falling dramatically.

Liverpool is a city and metropolitan borough in Merseyside, England, along the eastern side of the Mersey Estuary. Built across a ridge of hills rising up to a height of around 230 feet (70 metres) above sea-level at Everton Hill, the city's urban area runs directly into Bootle and Crosby in Sefton to the north, and Huyton and Prescot in Knowsley to the east. It faces Wallasey and Birkenhead across the River Mersey to the west.
