I know someone who is on the run from a v.o.p. from florida and is currently living in europe. He was on probation and left soon after it sarted. He was on probation for 3 charges of selling drurgs and has one previous sale charge and a couple minor charges. He violated by getting arrested on minor charges then left but those charges were dropped after he left to europe is there anything that person can do to get back home or should he just not leave europe

Whether or not the "minor charges" which initially violated his parole were dropped, he definately broke parole by fleeing the country, and, lawyer or not, he faces jail time if he returns. If he was on probation for multiple drug distribution charges, chances are it'll be a lengthy sentance.
My vote would be for staying out of the country, rather than facing "the music". It's not as though he raped children or killed someone. Chances are, he'll find a place more accepting of his lifestyle and be happier for it.

If he comes back he will have to serve time for breaking his probation. Sorry anyone can screw up but 3 charges of selling drugs and one previous charge. He needs to stay away and sell his drugs in another country we have enough of people in the US that sells drugs we do not need anymore.

He will get back to Florida, to the peril of being subjected to further charges of violation of probation. He may remain in a country, like Switzerland, where there is no possibility of extradition.

best case scenario is always to come back and go straight to the PO. You gotta remember, they are POs because they like to feel in power so you may have to work to stroke his ego on that one. I know in MO you almost have to stab someone to get violated where as in Wisconsin you can get violated for sneezing too loud. If its a state offense then it really depends on how your state operates as to what to do next. If nothing else stay over there until almost the end of the term so that if you do get violated you'll only have a few weeks left to serve.

Since the offenses were just minor in nature, he can still come back but had to serve the remaining penalty if it had not prescribed because under the Penal Law there is prescription of crimes and penalties.

Stay in europe. In most cases, violation of probation is instant jail time. Would'nt be worth it for him to come back, unless he wants to spend some time in jail.

He needs to talk with a good attorney re. the laws of all involved countries.
He should consider doing the right thing and discuss turning himself in when he consults the lawyer.
That's my best advice, no sympathy or interest in helping someone with his background sneak back into our country-we have enough of that activity thank you.
