2 reasons:
If it breaks they can charge you 150 dollars for the part and more for labor, instead of 5 dollars for the step on switch. (You do not reach for it kid)
ALso I think many people really did tend to turn on their high beams by mistake moving their foot around. Some of those switches were light to the touch and some were not.

This is just a guess but I'd think that it was to minimize wiring and machining ie cost cutting. There was already a switch for the turn signal, may as well run another.

because in the floor it got covered with dirt and water from our feet and that was rough on the switch.

Probably because it's not safe to reach down to the floor to turn them on and off.
