who do complain to,when res,pay 3500.00 a month and have to not just get out of bed,thrir room,and in wheelchairs,to go out in the rain,sleet,snow,heat,to smoke a cigerate,the cig they are givin every 2 hours.what is up with this.smoking may be unhealthy,but we have rights.or use to.we can go fight for the usa in war,at 18.drink in bars at 21,u can even smoke in the bars here in okla,but not your room or building you pay for.i know a man ,him/wife smoke she cant walk,he has a blood clot on brain,back is so wore out,he barely walks.he gets up,puts her in wheelchair,finally gets out the 4ft doors to smoke,they buy own cigs.this is wrong.he faught in the war,worked 30yrs in oilfeild,was a police man,and sets with wife in 13degree weather to smoke.can nothing be done

Complain in the nearest police station regarding your concerns.

To my knowledge, all states are required to have an objective person to investigate complaints of this nature in the interests of safeguarding your health and your rights.
They are usually called Ombudsmen.Do it ASAP, as these good people are typically overworked & understaffed, so patience helps.
Best bet is to get to the residents/their families or friends to also report sub-standard care & abuse or neglect.
They are required to investigate & report to the state, and the more complaints, the quicker the response, in order of most exteme cases, of course.
If you can get someone you know to do this, you don't have to worry about being overheard.
Omnibudsmen are sworn to secrecy & not allowed to reveal the complainant in the state of California. I imagine this to be true in all states, to avoid opportunities for retaliation, but do be sure to confirm this .
Speak up to the Police 911 AS an abuse or neglect occurs.Be as specific as possible in your call as to who is involved & the nature of the crime.
Good luck, my prayers go up for you, it is a very disturbing thing when these things go on.
Get that help, someone to speak up for all of you.
They are allowed to do surprise inspections, and they follow up with them too.
If that does not get the desired result, have someone put our media to good use by giving them the story. Complaining to your senator can be a good idea, and if anyone from a family of means is in there seeing these things, try to get them to add their two cents worth, even if they are receiving better treatment because of their family power or $.
