different countries?

Tagalog/English vs. German probably. Actually I have no idea but I do know that the Philippines is only a pseudo-democracy. GMA is a tyrant illegaly elected & uses the army to crush the marines & anyone else who dares to open their mouth. That country is # 2 in danger to journalists after only Iraq. What does that tell you? The government assassinates journalists who dare to tell the truth about the government corruption.

How do I arrive at this conclusion? Simple, I have been married to 2 different women there & spent enough (too much) time there to learn the problems. You can SEE the air for all the exhaust smoke for Crissake!

You mean the preamble to their constitutions?

Probably the main difference is that Germany hasn't changed it half a dozen times in 70 years.
