Sorry. It was making funny noises when I got up. Makes same noise when on or off.

Is it ok to leave whilst I out & get a new starter,do I need to turn electricty off whilst its making noises.

there should be NO noise when it is turned off, so either:
1) There is a serious fault and requires an electrician immediately

2) There is a foreign body inside it, like a wasp/hornet etc that is making that noise

First check the starter, if its damage needs to be replaced.
Then the Ballast, and the bulb itself; But i think the trouble comes with the starter,
You may also check the connection.

The starter needs replacing.

ignore the rest listen to master u he is spot on if you feel confident turn off the power for the circuit and look inside the fitting you may find something you can put right yourself if it is obvious like loose wires in the terminal block if not call an electrician

Yes, they make that noise because there is gas in the bulbs. should be ok, it you detect smoke, buring plastic smell call apt complex or 911. If you rent you may want to call landlord to get it looked at, replaced, or bulbs changed.

The starter is bad inside the fixture... needs to be replaced.

Could be high humidity in the room or the ballast in the fixture. If it's not humid, replace the fixture..They're inexpensive for the most part.
