I believe, Harm done by a person against another is a result of the choice made by either of the people. There is always a purpose for every action and a equivalent result pertaining to that action.
The point being that when we do good we expect the result to be better. But when we do bad or harm we do not expect the same in return, hence the harm induced comes to us as a shock.

those who harm other humans are not humans at all
unfortunately we cannot call them animals also as animals are far better to thier own species.

saddly it is in our nature to destory/harm what we fear or do not understand. then there are some that just plain get off on causing harm to others.

That is nature... though we have the mind to think we can not get away with lifes ways....anger, love, sadness, happiness etc.
