The system does not lose any fluid at all, not through hose connections, rack seals or the pump. I have tried 3 different pumps and the fluid is circulating in the system. I have replaced the fluid and bled the air several times, but there is no "assistance". I know it must be the rack at fault, but if its not leaking, what else can be wrong ?

1, there's no electrics involved
2, the belt is present and tight

If it's not loss of fluid, could it possibly be an electrical/electronic issue?

Your seals are knackered around the actuator. Means it'll pump fluid round all day long but you'll never get any assistance.

Unfortunately it's a new rack and you're looking at £200 ish before fitting, here's the link from eurocarparts, who are cheap (also look at GSF car parts).

Its the steering rack an internal leak so the power is going round and round without pushing the rams

could be that the valve body on the rack has crapped out. you have got p/s drive belt on?

depends what model e30/e36 or e46.are the pumps the same bar pressure
