Since it is your CMOS battery that is responsible for keeping time while your PC is powered off, I would change out that battery. Good luck, HTH

Well, the first step is to reprogram it for the correct time for your time zone. If that fails, you need to look up the technique in your system docs for resetting your sys bios. (CMOS) This is usually done by turning off EVERYTHING. (I unplug the power from the computer) Open the box. Find the battery (it's shiny like a mirror, and round.) Take it out of the socket. [ Take a moment here and note the #s on the battery. Mine is a CR 2032 ]
Look for the 3 jumpers right next to the battery. You'll see a connector on two of them. This is your CMOS Reset. TYPICALLY, you pull the connector off, count to 5, then put it on the other two. Like if it's on 1-2, take it off, count to 5, then put it on 2-3. Count to 5 again and put it back on 1-2. Or the reverse. That USUALLY (depending on system) resets the CMOS. Re-insert the battery. Then set the computer up in the BIOS from scratch (default). IF that doesn't fix your clock, it's time to buy a battery. Any drug store will have a PC system CMOS battery. They're about the most common battery you can by other than a C or a D or a AA. Once you have reset your CMOS, you should be ok. It may take several reboots (Don't RESET with the Reset button) Reboot with the START button (the menu/lower left of screen). After 2-3-4 reboots, the clock should reset. ( I believe my system took like 5 reboots the last time.) Next, go online and get an atomic clock (free) from www.download.com. (Look for "clock") Then look for "atomic clock". It will sync you with the Navy's Atomic (satellite) clock automatically. That way, you always know that the most accurate clock in your house is the one in your computer. You're welcome! :-)

Sounds like the CMOS Battery...Most people think of batteries for laptops, but there is also an internal battery for desktop computers. There was a similar question a few months ago...at that time the person was trying to find a replacement battery for an older computer. I have pasted in the page address with that answer.
Also try searching the web by typing CMOS in the search box.
I hope this helps. Good luck.

check your motherboard and you see this flat / round battery?
change it with a new one.

it's not your system or anything else. no matter how you change it, it would still display the wrong whenever you turn it on.

Maybe the battery that's used for the clock is dead. Ck your motherboard.

i doubt it's the cmos battery since if it was then every time you restart your computer it would be 12:00:00, but since it keeps the time you had before shutdown... (I ASSUME YOU HAVE A LAPTOP) try setting the timezone settings in the control panel... (AUTOUPDATE TIME settings i think)
