Its much better off, even if you are stepping away only for an hour or so.
Its also true that over time, some electrical wear and tear may happen, but at least it will be around the time that you are planning on scrapping it anyway.
Today's PCs have so many features that make it perfectly okay to start-up and shutdown in hundreds of thousands of cycles, that it doeas not matter.
However, if you leave it on for extended periods, you waste power, and you REALLY wear out moving parts like fans and disks. A hard disk is designed to spin for x number of hours. If you use your pc intermittantly, you extend that life.
Cooling fans fail faster, with dust accumulation, and just wear and tear.
My suggestion, just go ahead and shutdown...:)

If you're not going to use it for several hours, turn it off. the thought that electronics connections will fail from repeated heating and cooling is incorrect. If this were a risk to the extent some people believe, you'd see electronics in so many devices constantly fail.
A computer sucks a lot of power, better to turn it off. Like that you will be less likely to have a premature drive failure, and you won't run as high of a risk of damage due to brown outs.

It used to be better to leave it on all the time, these days that no longer applies tho you will get members of both camps to argue about it. This is from a wear and tear standpoint of course.
