in California the Test only centers are controlled by the state of California...the prices are about the same look for coupons...look at your DMV paperwork to determine to see where you need to take your vehicle...the other smog stations are loosely controlled by the state...

Regular smog station can also make repairs. In fact, many advertise "free retest until you pass". However, some stations have used that to abuse the system by making clients do unnecessary repairs to pass the smog test.
As a result, test-only SMOG stations are created. They are NOT allowed to do repairs, and can ONLY charge you for the test. Thus, they have no stake in your test outcome, and won't cheat you, theoretically. :)

"Test only" stations cannot make repairs if they are needed.
