I've googled this question, which is an interesting one, but have been unable to find the answer - the first town with a public omnibus service is easy, but first municipal is more difficult. I can only suggest you go through this webring:- http://k.webring.com/hub?ring=busenthusiast

Part of the problem is that since so called privatisation of the bus industry in the UK, many municipal services have been gobbled up by the like of Stagecoach, First etc., and will not have websites extolling their age.

The wikipedia link gives a list of all existing and past municipal services, and you may have to work you way through that.
