Diamonds can be used to cut other diamonds, and most industrial uses are for it is to simply cut materials. But coal can be burnt to create warmth, used in a wide range of products, and can be chemically altered to be just be a strong as a natural diamond So then why?.

It depends on how cold you are, and how rich you are. If you are cold and poor, coal would be more valuable to you, an immediate need. If you are rich, diamonds would mean more. If you are poor, and somebody gave you a diamond, it could be sold to buy coal.
I am neither poor or rich, so the natural gas that the gas company sells me means a lot, and my birthstone probably means more to me than a diamond. It is all in who's perspective you are viewing the question from.
But if you gave me a diamond, I'd like it a lot!

first, because diamonds are so scarce, and second, because they have taken so long to form.

They take longer to make and they are more scarce.
