I rarely know English ones, but I have these favourite Japanese voice actors:
1. Hoshi Souichirou. I'm amazed watching all the characters he portrayed, a better explanation would be his voices as Kira in Gundam SEED and Masaru from Digimon Savers. I'm really impressed. :D
2. Akira Ishida has this not-so-manly voice, he might sound manly but also cute at the same time. :P
3. Mamoru Miyano did an awesome job acting as Raito in Death Note.
I'm rarely into girls voice actors, but I think Romi Paku is the best. Just watch Fullmetal Alchemist to know if she's really that good. :)

Scott McNeil because he is awesome and totally crazy
David Kaye because he voiced one of my favorite characters of all time Lord Sesshomaru
Crispin Freeman, just a unique voice like Scott and I like his character Amon from Witch Hunter Robin
Vic Mignogna who player Edward Elric in Fullmetal Alchemist, he has a very melodious voice and he can sing as well.

I think Kujira the lady who did Orochimaru's voice. She can changes her word from woman to a man :s and that's amazing.

I would have to say Tomokazu Sugita and Yuji Ueda. Their voices are just awesome and unique, especially Sugita's.

it makes me feel old to say this, but i'm still a die-hard megumi ogata fan. she did wonders with shinji on EVA/NGEand haruka on Sailor Moon (that voice made any girl melt). and not to forget yukito/yue on CCS and emeraude/eagle on Rayearth. she's got great range and she's done heaps.
