Usually, government jobs are not posted, Civil Service Exams are. Learn how to take a Civil Service Exam. A good score will get you on the list for a government job.
"3D" (Dangerous, Difficult and/or Dirty) jobs are not directly posted. That could mean a job that requires working for a private investigation/surveillance service.
Jobs are rarely posted; the high level jobs that you see posted are more for advertising purposes anyway.
Look for indirect posting; a resume to a job brokerage means a resume to many potential employers.
Finally, the military is an option; you don't always have to be involved in a war.
