Technically speaking, a college offers up to a 2 year Associates Degree, while a university everything up to the Masters and Doctorate levels.
In addition, most universities focus more on the researching and theory, while colleges focus more on the practical application side. Now this doesn't mean that you don't get an equal quality education, because you do!
But what it does mean is that colleges focus more on simply providing training in your particular field / major, while universities will take this the next step by giving you education in other areas as well.

A University is allowed to give doctoral degrees but a college is not. That is why University have M.D. programs and colleges don't except for those college that have special programs.

It usually depends on the degree levels and the number and range of degrees that the school in question offers. Usually, to be considered a "university," I believe that the school has to offer at least masters degree programs or the equivalent, whereas colleges usually only offer associates and bachelors degrees.

college can refer to a high school. A uni can refer to the thing higher than a high school which is optional
