I have been reading books, it is helpful but when it comes to speaking I just don't get the words and I can't pronounce properly.

Please help me

How well do you articulate PHONETICS? The ESSANCE to speaking "proper english" lies with a mastery of phonetics. (Granted, a secure knowledge of the proper formation of English verbiage is helpful, but each location throughout the country is different in how the words are articulated.)
I suggest to add STRATEGIC LISTENING (either radio or TV) to your learning protocol.
Voice Modulation (how loudly the person speaks) is (again) a regional-effect. I hear many different nuances in voices as they contact me; I have learned how to pin-point from where the person is located by how loudly and how quickly they speak.

These are the ways to improve your communication in English:

1. Go to any english teaching courses [ it will cost only around 1500 Rs - Veta or Speak Easy institutes ]
2. Read English newspapers daily
3. Watch English news channels daily [ like DD news or NDTV ]
4. Watch English movies frequently
5. Read English novels
and finally very important one
6. talk with your friends, colleagues etc; in English

voice modulation is nothing but giving life to whatever you speak.
Eg:
If you watch any news channel - whenever there is any sad news like train accident etc; the voice of the person reading the news used to be a bit slow and sad.
Whenever there is good news like India winning a medal etc; the reader reads with utmost happiness and joy.

The voice of the reader reflects the mood of the news.

You feel you are improving, but have problem with pronuncing and speaking freely with enough words:

Visit this site: www.m-w.com and go for the section "Word of the Day", daily you will have one new word posted in the site. The meaning, pronunciation etc; will be clearly mentioned.
Also, you have a dictionary section where you get meaning / you can hear to the pronunciation etc;

In your case, I feel you need to learn more words.

The next thing is:
Voluntarily participate in any debates, group discussions etc;
Practice makes Man perfect.
Keep on trying you will get it.

Listen to proper English speaking people and emulate the words and sounds that they make. Voice modulations does not require one to speak good English. VM's -as we call them down here -only require that one increase or decrease the volumation level between squeaking. Reading books can be of great help, for understanding of the technical meanderings of obsolete literary charlatans. I can't say for sure; it may be beyond our control- I truly believe that this answer could make it to "Best of Questions"

It takes long practice, with speaking to people who speak
English. Voice modulation comes with familiarity over
a long period of time. It is easier for children, but for
adults it is a long road.
