ok so i just got a new laptop and i dont think it is a pc tablet. but my pc has onenote on it so can i by a pen or somthing to make it like a pc tablet

No, laptop screen is not touch screen and you can't fold it like tablet pc.

In the case of a lap top, technically you can't. To have a tablet the screen not has to be a display, it has to be a touch screen as well.

If you need to write by hand to your computer, you'll have to buy an external tablet from a computer accessories shop.
mostly it is having one pen.
for me .. I prefer the keyboard and mouse!

No, since a pen won't make your screen "writable".
