Saying "multiply it by 4" helps with the example, but it doesn't tell you how to solve other problems. Set it up like this

.25x = 18

x = 18/.25

x = 72

(25% = 25/100 = .25)

Well if 18 is 25%, wouldn't it be logical to just multiply it by 4 since there are 4 quarters in 100%?
