The biggest was money, because all wars are ruinously expensive.

Another was the weakness of the Articles of Confederation--since the central government was so weak, a foreign envoy sarcastically asked if he was to negotiate one treaty or thirteen.

There was also the problem of gaining not merely recognition as an independent nation, but commanding the respect due to such an entity. Most of the world was probably expecting the fledgling nation to collapse immediately (if not sooner!), and wondering how long it would survive.
