The only time I saw it done it was in South-East Asia and they used children; nevertheless I think the underlying strategy would still work.
The best solution is for all the midgets/children to rush the bear and fling themselves into its mouth. Pretty soon the bear has a full mouth and either dozes off (children/midgets being as full of tryptophan as a turkey) or drowns in blood and guts.
Would you believe those wily asiatics charged me two bucks to get into the show? Damn thing only lasted ten minutes. . .

No doubt it would be a great battle, but I think if the midgets made a good plan and stuck to it, they would come out on top. They could get one to play dead, and while the bear was sniffing him, the other 34 midgets all stack up on each other's shoulders and come running in. Some of them would growl, some of them would shriek, and some of them would go "woogie boogie!!!". The bear would think it was one giant demon or something and die of a heart attack.

The bear, it could take out at least ten at a time with one swipe. Thus 3 or 4 swipes and it would all be over.
