If you use 1950-2005, the answer is Oklahoma (.752) followed by Ohio State (0.750), Nebraska (0.735) and Penn State (0.732).

Rest of the top 10 are Boise State, Michigan, Texas, Alabama, Tennessee, and USC.

The lowest, BTW, is Vanderbilt, followed closely by Northwestern.

Oklahoma is the winningest program in what is widely considered the modern era of college football. OU has the most victories (524, with Alabama in second with 502) and best winning percentage (.761, Ohio State is second with .745) of any team since the end of World War II.

The Sooners have earned seven AP National Championships in that span and are recognized by the NCAA for 16 titles. OU has spent more weeks ranked in the top five (342) of the AP poll than any other team and is tied with Notre Dame for most weeks ranked No. 1 (95). The AP poll began in 1936.

OU has claimed all of their seven national championships since 1950, and has four Heisman Trophy winners in the same time span (without the media bias that Notre Dame and USC receive)

So when we Sooner fans say we are number 1, we really mean it!

See, there's a problem with that thing down there about OU. The NCAA doesn't recognize ANY D-IA football titles. Hence the D-IAA being called D-I by the NCAA. So that's wrong.
