$20 or less please, how do I tell the good stuff from the junk? Is there a brand I can trust?

Sears usually sells its Craftsman tools with a lifetime guarantee. On the other hand, if you only pay 8 bucks for a pair of snips, it might not matter if you gotta buy another pair in a couple of years.
Besides, I'm not sure that all those tools aren't made in the same factory in China with the only difference being the final brand stamp in the tool.
