There's always the etymological approach: Panties most likely derives from 'pantaloons,' similar to a pair of pants. Bra is short for 'brassiere,' which is singular.

because there are two legs in panties but only one chest for a bra. Kind of like a pair of pants and a shirt. That's a good question though because really a shirt has two arms, but who ever heard of a pair of shirts?

It's still "a" bra, lol... I hope there would be 2 cups, that would be sad if someone only had one boob, OMG...lol a "pair" of panties, well that's what everyone usually always says, everyone knows what it really means though...

however the bra holds a pair of boobs in place, they are the comparable shape(commonly ofcourse). for this reason the bra is observed in singular. The panties, conceal the rear and the front, each of this is guy or woman in shape and alertness. for this reason the panties are observed as a pair. i'm specific you will award me the ten factors.

Who knows but I've called them a pair of panties for as long as I can remember. And you like women's panties don't you and also the word panties, panties,panties, panties...........
