I'm a beginner interested in trying a good overedge effect on my garments instead of the basic seams I do with the straight-stitch or zigzags - is the tiny serger for me?

Since you are a beginner, and it is rather inexpensive, it wouldn't hurt to try. If you expect to do allot of sewing, you should invest in a full fledged serger, you will be happier in the long run.

I had a Singer Tiny Serger that I used for years until if just finally died. I loved it. I wish I still had one, but the only place you can get one now if probably eBay.

I now have a big fancy one and everytime I use it or especially have to thread it, I think of my reliable old Tiny Serger.

I think for a beginner, because it is limited, it is a good price and investment. I think I paid like thirty dollars or something for mine. It was simple to learn and at the time did exactly what I wanted it to.
