UN passed a resolution (1441) that warns Iraq of severe SANCTIONS if it continue to make nuclear weapons.

Yes, 1441 was enough. The UN passes resolutions that it will not enforce. It is like waving your finger at the bad guys.

What kind of sanctions work against these killers? None. They understand one thing: violence. Their countries have no economy. There is no freedom. What is there to lose?

Yes I believe it was. The UN on 8/11/2002 in the Resolution 1441 said it was " a final opportunity to comply". This set a 45 day time limit. The USA started Operation Freedom on March 19, 2003.
The USA gave them 220 days & what did everyone think a "final opportunity" meant we were not going to talk to them not it meant we would force compliance for the safety of all UN countries (other countries get a bonus safety).
