new biostar motherboard that is m7vig 400 have new hard drive that is 250 gigs but win xp is detecting it as 127 gig

First of all, check your motherboard documentation. Your motherboard needs to have 48-bit LBA support in order to support large hard drives. If your motherboard does not support it, look for a BIOS update.

If no BIOS updates are available, you need to buy an ATA controller card, such as the Promise Ultra100 TX2, that supports large hard drives.
