I don't know what state you're in, but here in Texas, people who are on probation are not allowed to even affiliate themselves with other people with any type of record. You need to really do some research on a topic like this. The person on probation needs to ask his/her probation officer.

Only way to get married in the U.S. is with some kind of "ceremony" either civil or religious. Notary ain't gonna do the job.
