I'd say the McDonald's decision making process is decentralized because each store makes its own decisions (even though they must abide by certain regulations).

It all depends upon what you mean by centralized or decentralized. For example, are you talking about decision-making? Accounting practices? Management style? Training? etc.
The reason is because some things are centralized, while others are decentralized. For example, when it comes to deciding who your employees will be, each restaurant hires their own, so that would something that's decentralized.
But when it comes to something like the burger size, that's centralized because McDonald's wants all restaurants using the same meat sizes and cooking processes.
However, I would have to say that McDonald's in general is centralized because more things are standardized throughout all it's restaurants, such as the color schemes, layouts, menu items, etc. And this is how that particular franchise chooses to work.
