A serviette is a napkin (Americans). And I refer to when you are at a restaurant or at a dinner party.

If the serviettes have holes in them then you botton it to your neck and voila! you look classy.

Now tucking it in your collar creases the collar and if not tucked properly looks awful. You cant tell the waitress to bring you a mirror to check if you look good with a tucked serviette do you?LOL Maitre D' How do I look? Faggotish Monsieur! FaggotishLOL

There is no rule that prohibits you from putting it on your lap and it is my preferred coz of the ease specially in a business meeting when I have to keep on standing up. Now imagine me walking around the hotel with a serviette tucked in my neck coz i forgot. One guest asked me "Is that a new style?" No I am stupid!LOL

It is proper etiquette to leave the serviette in your lap, especially in a flash restaurant. If you're dining at McDonalds, then you could tuck it into your ear and it would be fine.
If you were tuck in into your collar then I would think that you haven't eaten in public before. I always thought that it looked a little bit hillbilly

Proper etiquette in America says the napkin should be placed on your lap. This is not always the case in other countries.

It's more polite to put your napkin in your lap than tuck it in your collar.

In America we put it on our lap. Tucking it into the collar is bad manners.

It depends on where you feel you are most likely to spill, the lap or the chest. Personally I feel having it on your lap looks more appropriate.
