Most probably because black powder only has one shot. They are also more combersome so someone is less likely to commit a crime with one. Most firearms have multiple shots and are quickly reloadable.

why do you want a gun? you wanna go back to jail that bad

Because black powder isn't as easy to get these days so having a gun of that type is safer because you can't use it as easily as well as the fact they are one shot guns and not as easy to hide

When you committed the felony, you gave up forever the right to carry the weapons that you might use to commit crimes.

Not many muzzle-loaders are used in the commission of felonies.

If that starts becoming a problem, then we'll outlaw your possession of those as well.
