The purchase was urged by Secretary of State William Seward for Congress to raise funds to pay Russia the sum of $7,200,000.00 and the U.S. took possession of the region on September 9,1867. Not a bad purchase for more that half a million square miles of land.

Can you imagine, people thought he was out of his mind paying 3million dollars for land buried under the snow! But , hey Russia needed the cash and Seward thought we might need that part of Canada for our own someday.

i believe it was russia and the united states. not sure of the year or the president... but the secratary of the interior was seward. alaska was nicknamed sewards folly
