Probably Vegeta, since Orochimaru lost the use of his arms after being cursed By the third Hokage(Sarutobi-sensei). But Orochimaru might win if he was able to transfer into Sasuke's body and use the Sharingan.

Vegeta. I like Naruto better than DBZ, but still, in Naruto a jutsu destroys a few trees. In DBZ an attack can destroy a planet.
