Well, they're both cute outfits, but Rukia has a more funky, classic style, so I would say outfit#2, the "sailor-moon" top.

I've seen her wear usually the school uniform. But in an early episode she wore a sundress.

She wears Yuzu's clothes a lot in the anime. (Ichigo's little sister) I would say a sundress, something nice but not too too cute.
