Every place is different. Check the location's rules and regulations on their site, or call the place (the number is probably on the ticket).
I'd say that row 28 would be awesome!

It really depends on the venue AND the artist. I would contact the venue to find out. If they allow, then I'd carry a good camera, if not then at least carry a disposable one, because I've seen security guys let you slide and take pictures. Only one problem though, even with a good camera, your only gonna get good shots within about 5 rows. About the seating, row 28 on the floor is, in my opinion, not that good. The floor is usually level and if your not taller than the people in front of you, then you'll be swaying your head back and forth to catch a glimpse of the artist. The floor security won't let you stand in the seats, so hopefully the floor is slanted for your sake. When I purchase tickets, I try to get either 1-10 on the floor or as close as I can get in the lower level mezzanine.

This is a really good question. You need to check out with the particular venue if cameras are allowed. Most places have a website or at least a phone number that you can call to be sure. Some shows do not allow cameras, even if the venue does, so be sure to check it out. If you don't want to call, then just buy a cheap throw away camera--that way your nice camera doesn't get taken away or you aren't told to put it back in your car.
As for the tickets, row 28 sounds pretty good. If you go to Ticketmaster.com, you can see how the venue you are going to will be set up and then see how the tickets are...they sound pretty darn good to me! Have fun, be safe! P.S Who are you going to see?

it depends on who you are seeing as well. some bands don't care some do. I always took a disposable camera so if they took it i was only out a few bucks. the pictures aren't awesome but it is better than going back to your car to drop off your stuff.
row 28 on the floor would be ok. anything on the floor isn't bad. you can always see if the arena that you are going to has a floor plan so you can check it out

call the venue to be sure. i've seen tickets that don't have "no camera" on them but then the day of the show you arn't allowed to bring it in. A lot of times it has to do with the band themselves, so wait till the day of the show to call so this way they know if the band is cool with it or not. Most of the times though, you can bring it.

The law is that it has to be printed on the ticket. It is the Venue's responsibilty to inform you of all the rules and regulations. Hope this helps!
-Even if they dont allow it, just bring a camera phone.

It really depends all on the venue. The ones I've been to did not take my disposable camera, it's usually the professional gear they won’t let it.
