was it a wise decision?

At the Quebec conference, it was secretly decided by Churchill and Roosevelt to concentrate on Germany and Italy. Germany certainly had the offensive power (late 1941/early 1942) to defeat the Soviet Union. In fact, Stalin tried to negotiate a deal, similar to the one they made in WW1. So in that sense, yes it was probably strategically wise. Japan could be held defensively, until such time as the full power of the Allies could be brought to bear.
This was highly controversial at the time. Personally, I think that if Hitler had not declared war on the US, Roosevelt would've found it VERY difficult to convince US public opinion away from Japan.

Japan was concentrating on stablizing it's empire in Asia and thus posed no expansive threat and at the same time the way to bring the war to Asia and Japan envolved island hopping which is a timely Navy operation. Germany posed a threat to all of Europe & North Africa and the need to supply the Allies in England and Russia made the Western Front the more logical place to build up.

Also keep in mind the possiblity of the Russians pushing further towards the wars end, which might have forced all of Germany and perhaps even France to become communists in the post war era!

The U.S. concert rated their might on Germany because they were thinking that if Germany surrended then all the axis powers would surrender. So on the whole I think that it was a very wise decision.
