It seems as if something is preventing a complete seal on that valve. As suggested, open it up, allow for release. Close. See if that helps. If this does not offer a solution, then you are stuck with replacing the entire valve. You'll just have to 'shutoff power' (or you will burn out your elements!) and then replace the valve, it should be simple.

those valves are safety releases. in case the water gets to hot or the incoming pressure gets too high, they let off pressure. bleed the valve hard for a moment or two and see if that fixes it, if it does not, then it means that the valve is worn out or damaged. it is important to keep those in proper working order because they protect the rest of the tank in case of a problem. if bleeding it does not work you need to replace it and get a new one. im sure that you can pick one up at any hardware store.

Slip a 5gallon bucket under it, then lift the press. relief valve a couple more times to see if you can get the dirt/scum out of it if that doesn't work shut off power/gas replace U can get a new one at almost any hardware store. Use Teflon tape and pipe joint lubricant.

Pull the handle a couple of times to flush out any debris and re-seat the seal. If that does not work then you will have to replace it.

You probably have a speck of dirt or rust on the seal. Open it again for a second or two to flush out any debris stuck on it and it will probably seal.
