There is no reason to ever see a gynocologist if your daughter's do not have any medical problems.
Family doctors can preform all normal testing during an annual physical. And the PAP has been replaced by a more accurate blood test FYI. http://www.medicalnewstoday.com/medicalnews.php?newsid=27364

As soon as they get their periods I believe. Also I would consider the HPV shot. It's worth it. It prevents high risk HPV which is the leading cause for cervical cancer, only given to young girls. A shot does not determine a girls level sexual activity. Also you should consider talking to them about birth control, and stay open so they can trust you. If for any reason, they don't feel comfortable talking to you or the Pediatrician (depends on wheter they are male or female) about girl problems, maybe a female gynecologist would help.

This is a delicate issue.If they are experiencing heavy bleedingwith their periods. Or other related problems. At their age they may not want to discuss this issue with you. I hope they have a female they can relate to. No offence to you but girls get embarassed. Periods can start at any age now, Probably be best if you give them money for what they need in that respect.That way they know that they know you respect their privacy.

If they are sexually active, they need to go NOW! If not,then they don't need to go until they are 18. If they are currently or maybe sometime in the future experiencing problems, then take them in to get checked. I isn't anything out of the ordinary to take your daughters in before they're 18.

They say 18 or when sexually active. I'm sure you don't want to think about your girls being sexually active before 18, or after...but these days more and more girls are becoming active before their 18th birthday. 16 may be an appropriate age to start them going, especially if they have questions they would feel less comfortable asking you. Good for you dad. If your daughter's are not sexually active, they don't need a gynecologist at this time. Your pediatrician should suffice with a yearly "visual" check-up (with you present, unless your daughters want otherwise).
However, for future reference, if you feel the need, take them to a Planned Parenthood. Services for minor's are free: birth control, STD check-ups, and gyne services (among other things).

They should have their first visit with a GYN when they first become sexually active That way they can discuss the many forms of birth control and STD protection with the doctor rather than relying on their peers for bogus information.
