Balancing the equation some. Basically, it is saying that the share of biomass would probably have risen more if places didn't start using it as feedstock or power/heat.

It means that you may not really see or feel "the growing use of biomass..."; or sort of like the growing use is counter-acted by the share of biomass fall. The term "offsetting" implies there is an inverse/opposite reaction which is negated.
