Well you wouldn't need to blow anything up so instead make a fake phone call from some where saying they need to come down to (insert place) so that they can do (insert something). Then when they leave the house you sneak in and grab the underwear.
By the way you can get underwear for a dollar at the dollar store. It might be easier then stealing your neighbors.
