I'd try American Eagle outfitters if I was you. They have a good well kept store and not to mention cute clothes of all sizes!!!
Anyhow you can ask her what her favorite stores are and get her some gift certificates, or just buy her stuff from that store. If she doesn't like it she may take it back with gift receipts and get what she likes from her favorite store!! Hope all goes well for you present wise!

well I went Jc Penny and the have a awsome sale going on.I got some really nice outfits at half off.I hope you know her sizxe,if not look in her closet and write down the sizes same with shoe size.you could always get her a couple nice Shirts and then stick a gift card on top of them.Good luck

Go to a nice department store like Dillards and ask the associate for help. It's their job and they'll be able to help you find some classic pieces that can work together to create multiple different looks (more bang for your buck).
OR- You could always go pick out one really nice outfit and then give her a gift certificate or cash to go shopping herself at the after-christmas sales when she can REALLY go nuts! My mom asks for that every year and loves it. You could maybe include a homemade "coupon book" for "1 free day of shopping with my services as chauffeur" or "1 free day of babysitting for shopping", etc.

Whatever you buy, don't be offended if she doesn't like it...after all you want her to be happy and feel comfortable in what she is wearing....make sure you include a gift receipt.
