It's actually caused by Bernoulli's Principle. It states that fluids moving with a higher velocity have lower pressure. This is the same principle that makes it possible for airplanes to fly. When two cars pass by each other, the air in between them has a higher velocity than the air on the outside meaning less pressure on the inside than the outside. The result: the cars are pushed towards each other.

People using the cars coming the other way as a focus point. I find the same effect even at the slow pace of kyacking. When I am out kyacking other kyackers keep heading on a collision course with me no matter what I do. If I turn at an extreme angle to get a way from someone in the distance who is heading right at me, they turn also so that they are still heading right at me. It drives me crazy.

The passing car displaces air.
The car being passed is drawn towards the pocket to fill the void.
You'll also experience this if you drive semi-close behind a tractor trailer. Your car will be slowly drawn towards the bumper, plus you'll have less wind friction on your car, increasing your MPG.

Drivers tend to steer towards whatever they focus on, so it could be human reflexes.
Or it could also be turbulence created by the cars' passage, creating areas of lower air pressure which would tend to bring the cars closer together.
