I have been wondering this for a looooong time, but here´s something I came up with. In RPGs you often make choices that affect the world and characters(Witcher 3, Xenoblade Chronicles X, Mass Effect). In non-RPGs you either fail or succeed, whereas in RPGs you can succeed in different ways. That way, you´re playing a role in deciding over the world in which you are in and you play a role to the plot development. That´s my theory. Then, of course, there are many RPGs where you don´t make choices like that (Fire Emblem, Pokémon (if you wish to call that an RPG)) Also you guys in the comments who say that it´s an RPG because you play the role of someone else - SMH. You act like someone else in Black Ops 3 as well but that´s like as far from an RPG you can get. Good question!

Star Wars: Knights of the Old Republic for Xbox
and Jade Empire for Xbox
along with Elder Scrolls: Morrowind (PC and Xbox) and Oblivion (PC, Xbox 360, PS3, PSP)

I know those are all definitely better than X-Men: Legends.
