I would say also Rome BUT, yes it is a great BUT. If you can visit after a time the other city I'll say to go first to Berlin and after to Rome. Why? Because after Rome, it will be difficult to find a city more beautiful (maybe Paris). So, if you have only one opportunity go to Rome.

ROME! Let me tell you why.
In the war, Berlin was completely destroyed...I mean it was a flat wasteland. So even the old buildings in Berlin are reconstructed and only about 60 years old. It's also a very large/urban city with not as much to see.
Now Rome: i was there for a week, but wanted to spend way more time there. The entire city is full of things more than 2000 years old, and it's so amazing. The ancient buildings are also much larger than they seem on photographs or postcards. You'll be amazed. To sum it up: there's way more to see in Rome, they have better weather, you'll have way more impressive pictures to show your friends/relatives when you get back, and Italian food and ice cream is better.
Rome is a must see....Berlin is just a huge city with (reconstructed) old buildings.
