can someone with no identification to present, be able to go to hospital?

Public (federally and/or state funded) hospitals can't refuse you. It will probably be alot of headache when you try to sign in though. Just check online for your local DMV and go down and get a State ID if you can't get a driver's license.

Yes just because you have no id doesnt mean they cant treat you. They do have laws about this.
